Based on the universal hierarchical division approach in modular design, the relation between the best project and combining explosion has been analyzed, and conception of the coefficient of module selection was proposed to harmonize the conflict. From this, with the dualistic decision-making theory, a strategy of module selection has been brought forward, and the feasibility was proved to be valid by an example.
